Cook County State’s Attorney Burke and Pennie McCoach, President of Amalgamated Transit Union Local 308, Issue Joint Statement on Electronic Monitoring following Fatal Stabbing at CTA Green Line
CHICAGO - Today, defendant Chevazz Campbell appeared in First Appearance Court on a First-Degree Murder charge in connection with the fatal stabbing of rail maintenance janitor Julian Mobley at the Damen Green Line CTA station on Oct. 8, 2026. Campbell was ordered detained. The proffer read in court is attached.
Cook County State’s Attorney Eileen Burke and Pennie McCoach, President of Amalgamated Transit Union Local 308, issued the following joint statement after court.
“Julian Mobley was just doing his job, dutifully serving the public as a rail maintenance janitor, when his life was brutally and senselessly taken.
At the time of Julian’s murder, the defendant was on electronic monitoring for probation following a retail theft conviction and wearing an ankle bracelet. The defendant repeatedly demonstrated an unwillingness to comply with electronic monitoring restrictions, and those violations were repeatedly ignored because there is a lack of effective oversight. On at least four occasions prior to the murder, prosecutors filed to violate the defendant’s probation because of repeated curfew violations, including multiple periods when he was out of compliance for hours at a time.
The failures of our electronic monitoring system could not be clearer: there is not effective monitoring or proactive enforcement when someone is unaccounted for, and that poses a grave risk to public safety. We need a permanent legislative solution to close these gaps, strengthen accountability, and better protect people like Julian, who deserve to be safe on the job and return home to their families after work.”
