CCSAO Transition Report

Incorporating the perspectives of more than 50 safety experts, criminal justice partners and community stakeholders, Cook County State’s Attorney Eileen O’Neill Burke has released a comprehensive Transition Report that serves as a blueprint for her administration’s priorities moving forward. This report is not meant to live on a shelf – it will guide the Cook County State’s Attorney’s Office in its mission to improve public safety, ensure justice and build community trust through data-driven and equitable practices.

Alderman Pat. Dowell, who represents Chicago’s 3rd Ward, Anthony Driver, president of Chicago’s Commission for Public Safety and Accountability, and Arne Duncan, managing partner and co-founder of Chicago CRED, oversaw the process as Transition Committee Co-Chairs. The report includes recommendations from subcommittees that were established to examine nine essential focus areas for CCSAO:

  • Gun Violence Reduction
  • Hate Crimes, Domestic Violence, and Special Victims
  • Conviction Integrity
  • Juvenile Diversion
  • Choice Protection
  • Public Corruption
  • Diversion, Addiction, and Mental Health
  • Training and Professional Development
  • Public Policy

The full report, published in June 2025, can be downloaded by clicking on the image below. Thank you to all the collaborators, including the 27 Transition Committee members who served as topic area Co-Chairs.
